Draft Mandate for the Edgemont Village Exploratory Committee (EVEC)

The Edgemont Village Exploratory Committee (EVEC) has undertaken to investigate whether or not Edgemont should incorporate as a separate village within the Town of Greenburgh. The EVEC intends its investigation to be fair, unbiased, and inclusive

EVEC is composed of Edgemont residents who represent a cross-section of the community in regards to neighborhood, size and type of home, age, children living at home or not, income, wealth, and political affiliation.

To assess both the viability and desirability of Edgemont becoming a village, the committee is proceeding along a clearly defined path of issue identification, investigation, and analysis. A full analysis will be done before coming to any conclusion as to whether or not the committee will seek a vote to create a seventh village within the Town of Greenburgh. The analysis, when completed, will be in the form of a written "white paper" available to Edgemont residents in hard copy and on the web.

 

Sub-committees you can join:

A number of sub-committees have been formed to carry out the EVEC mandate. These sub-committees, and their individual mandates, are as follows:

1. Economic Sub-committee - Investigate and determine the financial viability of Edgemont becoming a village. This includes investigation and analysis of pre-village costs, a proposed village budget including sources of revenue and projected costs, and other considerations including the need for a village office, village personnel, and other village services, and a pro-forma comparison of relative tax rates with incorporation and without. The sub-committee will work with one or more outside consultants to ensure accuracy and completeness.

2. Political Sub-committee - Investigate and determine the political viability of Edgemont becoming a village and, if so, what its government would look like. Would we elect a full-time salaried mayor and a board of trustees, or would we prefer a nonpartisan government of elected volunteers assisted by one or more paid professional managers, along the lines that the School District is run? What specific town functions and laws would Edgemont wish to place under village control? Would Edgemont want its own zoning and planning boards? Would having such a government in place be any better for Edgemont than the status quo?

3. Survey Sub-Committee - Determine the cost of complying with the survey requirements to become a village. Engage a survey to be done, if requested by the committee.

4. Communications Sub-Committee -

a. Ensure open communication from the committee to Edgemont residents.

b. Create opportunities for Edgemont residents to have input into the committee.

c. Prepare the final report of the committee.

d. Reporting the committee's findings to the Edgemont community. If the committee were to favor incorporation, this would include preparation of informational materials, talking points, community outreach, and other methods of communication.
